Job Description

The Chief Information Officer (CIO) is responsible for ensuring that Information Technology Services contributes to, and effectively supports, University objectives and goals by guiding technology strategies and resources for the University community. The CIO is expected to lead the ITS team in support of a sound and secure IT infrastructure, daily operations, strategic technologies, and support that ensures the University can meet its strategic plan and mission through reliable systems and processes. The CIO will report to the Vice President of Operations and be part of the Operations Division leadership team representing and leading the ITS team. The AVP/CIO is a principal strategic leader across the entire university, responsible for guiding technology strategies and resources for the university community and serves as a key leader bridging IT, Operations, Finance, and campus innovation through the cross-division collaborative Innovation Hub.

Key Responsibilities

Strategic Leadership & Vision

  • Technology Strategy: Develop and lead a collaborative, comprehensive university-wide technology strategy in partnership with executive leadership, the CISO, and key operational teams, ensuring alignment with the university’s strategic resource optimization needs.
  • Organizational Development: Lead the assessment of current IT organizational structures and operational processes. Implement short-term efficiencies while preparing for long-term strategic structural updates.
  • Data Governance: Serve as the principal data and technology leader, guiding the development, maintenance, and governance of a comprehensive university-wide data strategy.
  • Operational Excellence: Establish goals to ensure Information Technology Services (ITS) operates effectively, fostering strong communication, strategic planning, and collaboration across all campus units.
  • Visionary Leadership: Provide executive and operational leadership for all information services.

Compliance, Security & Risk Management

  • Policy & Compliance: Partner with the CISO to oversee ITS policies and data security standards, ensuring compliance with state and federal regulations, including university health clinics and personal health information (PHI).
  • Risk Mitigation: Coordinate with the CISO to mitigate operational risks and oversee response efforts in the event of a security breach.
  • Audit Support: Manage and support all internal and external audits to ensure ITS compliance.

Operational Management & Resource Stewardship

  • Budgeting: Manage and steward the ITS operating and capital budget effectively, adhering to university policies, guidelines, and parameters in collaboration with the University Business Officer and VP for Campus Operations.
  • Procurement: Oversee the coordination, strategy, analysis, and approval of computer equipment, systems, and infrastructure procurement.
  • Service Delivery: Support and ensure the highest standards of quality service delivery for students, faculty, staff, and affiliates.

Collaboration, Growth & Personnel Management

  • Innovation & Roadmap: Collaborate with the ISU Innovation Hub to develop a unified technology roadmap, evaluate technology options, and provide strategic resource leadership for Innovation Hub initiatives.
  • Relationship Management: Establish strong working relationships with higher education institutions, state offices, and professional organizations to identify trends and collaboration opportunities.
  • Team Leadership: Manage, coach, and mentor ITS personnel, assessing the effectiveness of leadership across functional areas including Networking, Strategic Technologies, Servers/Storage, Classroom Technologies, and Support.
  • Representation: Represent ISU ITS on various internal and external committees and councils.
  • Planning & Documentation: Monitor emerging technologies to enhance performance, identify future opportunities, and plan for strategic threats, while maintaining thorough documentation of assessments and project needs to ensure organizational stability.

Minimum Qualifications

  • At least a Bachelor’s degree in Information Technology, Business Administration, or a related field.
  • At least ten (10) years of progressively responsible IT experience, including five (5) years in a leadership or management role.
  • Demonstrated success leading organizational change, restructuring, or technology transformation initiatives in complex organizations.
  • Experience providing strategic leadership for IT systems and operations within an ERP environment.
  • Proven ability to establish and oversee IT governance, optimize technology resources, and align IT services with organizational priorities.
  • Excellent communication, collaboration, and stakeholder engagement skills.
  • Strong budget management and fiscal oversight experience.

Preferred Qualifications

  • Master’s degree in Information Technology, Business Administration, Public Administration, or a related field.
  • Experience serving in a senior IT leadership role within a higher education institution.
  • Demonstrated success leading technology strategy, operations, and transformation initiatives in a large, complex organization.
  • Extensive experience in strategic planning, budget development and oversight, and enterprise-level project and portfolio management.
  • Proven ability to align technology investments and initiatives with organizational goals and long-term strategic priorities.
  • Experience building collaborative partnerships with executive leadership and stakeholders to advance institutional objectives.
