Dean of Workforce & Economic Development
Reports to: Associate Vice President of Instruction
The Dean is responsible for administering state Workforce Development grants and competitive allocations (Perkins, Perkins Leadership, Perkins Non-Traditional, Worker Retraining, and others as applicable.), and overseeing Continuing Education, Customized Training, and professional-technical program development. The Dean serves as the College’s Chief Vocational Officer. These functions support the efforts of Olympic College’s mission and vision to provide quality educational opportunities, that meet the needs of our community, while helping underserved and underrepresented students achieve their college and career goals.
Essential Functions
Leadership
- Provides leadership and strategic planning for the Workforce and Economic Development (WFED) Division.
- Ensures that the WFED team continues to develop DEI skills and implements inclusive practices.
- Ensures planning that forwards the goals of the College’s Strategic Plan, and the Instructional Strategic Plan.
- Develops business leads for WFED programs.
- Promotes the work of WFED with both internal and external stakeholders.
- Fosters a culture of student-centered continuous improvement
- Develops relationships for the college with key business and industry representatives.
Chief Vocational Officer
- Provide oversight for the Professional-Technical Faculty Certification process
- State Board’s authority RCW 28B.50.090(7)(a) – WAC 131-16-094
- Woking with the Director of Workforce Grants, provides leadership for Carl D. Perkins Grant
- Assist with federally required Comprehensive Local Needs Assessment (CNLA)
- Ensure spending compliance within Professional-Technical Programs
- Monitor the input from Advisory Committees for opportunities.
- Ensure compliance with the required related instruction for Professional-Technical programs per the NWCCU accreditation.
- Ensure all workforce funds are being managed effectively and used to best advantage for professional technical education and the workforce needs of the service district.
- Respond to federal mandates such as Gainful Employment Rules.
Grants
- Works in collaboration with both internal stakeholders and external partners towards the goal of effectively meeting grant program goals.
- Assist is the identification of new grant opportunities that support workforce and/or and continuing education programs. Work with the Grants office to determine grant lead and where the grant will be administered from.
- Interprets and implements state/federal legislature as well as college policies and procedures.
- Monitors WFED programs’ performance and budgets, to include funding surveys and budget revisions.
- Ensures programs are prepared for audits and program visits from funders.
Program Development
- Reviews/conducts research on regional occupational outlook and works with data related to program development to bring new opportunities for students to OC.
- Tracks local, state, and national workforce development trends and shares relevant information with stakeholders.
- Advances professional-technical training opportunities (both credit and non-credit) for OC students that are relevant to our community.
- Respond to state and federal initiatives such as Washington’s Career Connected Learning and a national emphasis on apprenticeships (state and federal).
Continuing Education/Contract Training
- Working with the Director of Program Development & Continuing Education – develops revenue-generating programs and special projects:
- Negotiates, develops, and executes revenue-generating contracts with local businesses.
- Actively seeks new partnerships with businesses that need customized training.
- Develops professional development programs for a variety of industries, ensuring the college is a certified/credentialed provider of such.
- Recruits new faculty to teach in Community Education.
- Ensures compliance with state and industry requirements such as the Professional Education Standards Board for the Career & Technical Education Teacher Certification program.
Council/Committee/Taskforces
- Represents the College on critical councils/committees/taskforces such as the Operations Committee of the Olympic Workforce Develop Council and the Council itself, the Downtown Bremerton Association, participates in the Washington State Apprenticeship & Training Council’s meetings (as needed), the among others. Serves as the voting member on the Workforce Education Council.
- Maintain excellent relationships with the key agencies in the Washington state Workforce Education system such as DSHS, Employment Security, Commerce, Division of Vocational Rehabilitation, the WorkSources, the Workforce Development Councils in Kitsap and Mason Counties, the Workforce Board, the Washington State Student Achievement Council, the State Board for Community and Technical Colleges, etc.
- Represent the College at events offered by local groups and employers such as KEDA, PSNS, Boeing, Amazon, Bremerton Downtown Association, and more.
Qualifications
Minimum Qualifications
- Master’s Degree in education, workforce development, public administration, social or human services or related field required.
- At least five years of experience in program oversight and budget management, and three years of supervision required.
- Experience in the Washington workforce development system (examples: Community college workforce development; Employment Security, Workforce Development Council, DSHS)
Desired Qualifications
- Demonstrated knowledge and experience with the Washington state Workforce Development system.
- Demonstrated knowledge and experience with federal Workforce Development programs.
- Knowledge of the legislative processes (state and federal).

Terms of Employment

This is a full-time exempt position scheduled to work Monday through Friday. The salary for this position is $102,676 annually, which includes a generous benefits package that includes the following.
