Telework Status:
Regular telework is not a feature of this position. At the Supervisor’s discretion, exemptions may be made for special projects or responsibilities requiring periodically needed focus time.
Position Summary
Reporting directly to the President, the Vice President of Academic and Student Affairs (VPASA) provides executive leadership for all instructional, workforce, and student services functions of the College. As a key member of the Executive Leadership Team, the VPASA is responsible for ensuring academic quality, student success, accreditation compliance, and continuous institutional improvement in alignment with the College’s mission, strategic plan, and values.
The VPASA leads the planning, implementation, assessment, and continuous improvement of credit instruction, non-credit workforce education, and comprehensive student services, ensuring collaboration between teaching, learning, and student support systems.
Duties and Responsibilities
Executive Leadership
- Provides leadership in institutional planning, policy development, and operational decision-making across Academic and Student Affairs.
- Collaborates across divisions to align academic programs, student services, workforce development, facilities, technology, and fiscal resources to support the college.
- Serves as the College’s Accreditation Liaison Officer with NWCCU and provides leadership for institutional and programmatic accreditation.
- Ensures compliance with all applicable federal, state, and accrediting body requirements, including Title IV, ADA, Title IX, Office for Civil Rights, and Board policies.
- Oversees development, review, and implementation of policies and procedures supporting academic and student affairs operations.
- Provides leadership for data systems and institutional effectiveness processes supporting accreditation, assessment, and compliance.
- Comply with Collective Bargaining Agreements and College policies, as it impacts personnel practices.
- Fosters a positive, inclusive, and collaborative culture that supports shared governance and professional growth.
- Addresses and resolves complex, student, operational, and personnel issues, grievances, and complaints.
- Leads the development, administration, and oversight of budgets for Academic and Student Affairs.
- Forecasts staffing, equipment, and operational needs; approves expenditures; and budgetary adjustments as necessary.
- Aligns resource allocation with strategic priorities, enrollment trends, and student success goals.
- Develops and maintains partnerships with K–12 districts, colleges and universities, workforce agencies, and community organizations.
- Expands articulation agreements, transfer pathways, and dual-credit and early-college opportunities.
- Represents the College with external agencies and stakeholders on matters related to instruction, student services, workforce development, and accreditation.
Academic Affairs, Workforce and Instruction
- Provides executive leadership for all credit instructional programs and academic services.
- Oversees curriculum development, approval, delivery, and continuous improvement, including instructional delivery systems.
- Leads academic master planning and strategies for instructional innovation and quality.
- Oversees assessment of student learning outcomes, program review, and outcomes-based improvement processes.
- Ensures alignment of instructional programs with accreditation standards and workforce and transfer pathways.
- Oversees Library, Institutional Effectiveness, High School and Degree Partnerships, and Registrar.
- Provides primary leadership for workforce education and community partnerships.
- Collaborates with industry, labor organizations, community partners, and public agencies to develop and deliver Career and Technical Education, contract training, and professional continuing education programs.
- Ensures workforce programs align with regional labor market needs and support local and regional economic vitality.
Student Affairs and Student Success
- Provides executive leadership for student services and Dual Credit programs that support access, persistence, and completion.
- Oversees outreach and recruitment, enrollment services, financial aid/Title IV administration, advising, placement testing, tutoring, accessibility services, career and transfer services, student life, and associated student government.
- Ensures effective implementation and use of the Student Information System for student services functions.
- Leads student success initiatives and ensures student support services scale appropriately with enrollment and program growth.
- Applies an OCCC Mission, Vision, Value lens to all student affairs policies, programs, and services.
Miscellaneous
- Participates in training, in-services and professional development
- Supports student success through participation in college committee work, Welcome Week, OCCC Cares, Commencement and/or related activities.
- Performs other duties, as assigned, that support the College’s mission.

Supervisory Responsibility
Supervises Management, Administrative/Confidential, Faculty, Classified, Student, Volunteer, and/or Temporary Staff assigned to the area.
Supervision includes:
- Collaborating with Human Resources to Write/Review Job Descriptions.
- Overseeing Unit budgets and ensuring effective allocation of resources.
- Hiring, Onboarding, Training, and Evaluating all direct reports.
- Encouraging Development and Professional enrichment of direct reports through tuition waivers, conferences, certifications, or other development opportunities.
- Recognizing direct reports for achievement and success.
- Initiating disciplinary action when needed, responding to employee complaints, and effectively recommending various personnel actions.
- Ensuring Staff are apprised of College Policies and Procedures.
- Ensuring a backup process is in place for all critical operations.
Qualifications
Minimum Qualifications
- Master’s Degree from a regionally accredited institution AND
- Five (5) years of progressively responsible professional experience leadership in public post-secondary student or academic affairs, must have held the position of Dean (or equivalent) for two (2) of the five (5) years.
Preferred Qualifications
- Community College experience
- Leadership in a rural serving college
- Doctorate from a regionally accredited institution.
- Experience with direct services to students at the post-secondary level.
- Full time teaching experience at the post-secondary level.
- Bilingual – Spanish
Knowledge, Skills, and Abilities Qualifications
- Knowledge of applicable local, state and federal laws, codes, rules, and regulations.
- Knowledge of policy and procedure development and administration.
- Knowledge of public administration and Higher Education principles and practices.
- Ability to manage healthy conflicts to resolve issues in alignment with College mission and goals.
- Knowledge of strategic leadership and management.
- Ability to apply independent judgment to interpretation and application of rules, regulations, policies, and procedures.
- Knowledge of program development, budgeting, and management.
- Knowledge of health, safety and emergency preparation, business and operational continuity, and response.
- Ability to communicate and execute a vision for student-centered, delivery of instruction and services.
Working Environment & Physical Requirements
While performing the duties of this job, the employee is required to:
- Sit, see and talk, or hear.
- Have the mobility to move between offices, classrooms, and floors.
- Use hands to finger, handle or operate computers, objects, tools or controls.
- Reach with hands and arms.
- Occasionally bend, stoop, and pull.
- Occasionally lift and/or move up to 25 pounds and have the ability to carry equipment and tools of moderate weight, using arms and hands.
- Have vision and hearing abilities required by this job include close vision and the ability to adjust focus, and complete and maintain various types of records.
- Hear the conversational voice and effectively communicate responses.
- Work in an office environment with potential for interruptions and background noise.
Assignment will include presence at all primary OCCC locations and may include evening and weekend work. Travel between College sites and other locations will be required. Occasional travel and overnight stays outside of Lincoln County may be required for training and other purposes.
The use of tobacco and smoke-emitting materials and devices including electronic cigarettes, is prohibited on all College Property, including OCCC’s building exteriors and parking lots.
