The Dean of Career & Technical Education (CTE) serves as a key member of the College’s leadership team and provides senior management oversight for all CTE programs (Accounting, Automotive Technology, Business, Culinary Arts, Digital Media, Health Information Technology), the Wai’anae Moku Education Center, and the Office of Workforce Development. Reporting directly to the Vice Chancellor for Academic Affairs (VCAA), the Dean works collaboratively with Division Chairs and Program Managers to ensure high-quality programs that advance student success, workforce innovation, and community partnerships.
Duties and Responsibilities
Academic Leadership and Management
As a key member of the Vice Chancellor’s leadership team, the Dean provides strategic and operational leadership for the College’s Career & Technical Education (CTE) programs, including the following Divisions and Education Centers: Business, Professional Arts & Technology, Waiʻanae Moku, and Office of Workforce Development. The Dean serves as the senior academic and administrative officer for all CTE programs and initiatives, ensuring alignment with institutional goals for student success, workforce innovation, and community engagement. Responsibilities include oversight of both credit and noncredit programs that support career and technical pathways, and integration across instructional units.
Supervises and coordinates with Division Chairs of the Business Education and the Professional Arts & Technology division, the directors/coordinators of satellite or off-campus programs; the unit heads and assigned program coordinators in the development of short-/long-term goals and initiatives to develop, implement, and assess short- and long-term goals aligned with the College’s academic and workforce missions; Promotes excellence in teaching and learning, fosters collaboration among divisions, industry partners and advances equitable student outcomes through data-informed decision making.
Leads the recruitment, evaluation, development, and retention of high-performing faculty and staff committed to instructional excellence and workforce responsiveness. Oversees course scheduling, enrollment management, faculty workload assignments, and evaluation processes. Facilitates professional development and in-service training focused on instructional innovation, workforce training, and student success.
Provides leadership in curriculum and program development, including credit, noncredit, and continuing education offerings. Ensures program integrity, quality, and alignment with program accreditation standards, workforce needs and college-wide learning outcomes. Advances online education programs, and expands student access through credit for prior learning and other alternative credentialing pathways, using data to set and evaluate program performance objectives in alignment with institutional goals.
Guides the design and implementation of new programs, stackable credentials, and career pathways that respond to emerging workforce and industry trends. Reviews and recommends new program proposals, and ensures alignment with the College’s strategic priorities and Hawaiʻi’s workforce needs. Oversees ongoing program review and continuous improvement efforts.
Supports accreditation self-studies, program reviews, and continuous improvement efforts for assigned divisions. Contributes to the College’s strategic planning, enrollment management strategies, and facilities planning processes. Integrates assessment and accreditation standards into instructional practices and ensures divisional compliance with institutional and external requirements.
Sets divisional priorities and allocates fiscal, human, and physical resources to support program effectiveness and sustainability. Represents the CTE divisions in campus-wide planning and governance, ensuring integration with institutional priorities and shared decision-making processes. Collaborates across divisions to resolve issues, share resources, and strengthen institutional effectiveness.
Provides leadership for grant development, implementation, and compliance, including federal (e.g., Perkins), state, and externally funded initiatives. Collaborates with business, industry, government, and community partners to identify emerging workforce needs and develop responsive educational pathways. Leverages external partnerships and funding to advance regional economic development and expand access to training opportunities across the Leeward service area.
Administrative Support
Provides leadership and direction to supervised divisions in the review and revision (if required) of college policies and procedures; coordinates with college administrative staff to ensure implementation and compliance of applicable statues, regulations, and policies. establishes standard procedures to assure compliance with all applicable safety policies relating to facilities, equipment and program related student activities.
Responds to requests for information, identification of problems, investigation of complaints against faculty, adjudication of disputes and grievances, and disciplinary action against faculty and staff within established guidelines and in coordination with appropriate College administrative staff personnel.
Coordinates Division Chairs and Unit Heads to work with the College Human Resources Office in the establishment/modification/elimination of faculty and staff positions; determines starting salary, relocation expenses (if any), and start date concerning potential hires; conducts final interview to validate committee’s recommended hire, verification of employment and education credentials, and reference checks; and make final selection, determine possible start date, and finalizes employment offers.
Coordinates and provides direction to division chairs in the assessment, justification, and prioritization of the financial needs of the approved academic programs, new initiatives, and support requirements (to include staffing plans, equipment acquisition, supplies/inventory management and facility improvements).
Formulates career and technical education projected program targets, budgets, and expenditure plans for future academic years; develops a corresponding justification, and articulates the Career and Technical Education budgetary requirements in the establishment of a projected College budget.
Assists in the allocation of operational funds to the division chairs; utilizes College Business Office reports to oversee divisional and program fund expenditures; establishes standard procedures in accord with College fiscal policies to oversee the flow of work orders and funds into the program revolving fund accounts; adjusts and/or obtains additional career and technical education resources to meet unforeseen requirements; works with Auxiliary Services to ensure that facilities allocated to assigned divisions and programs are conducive to the promotion of student learning outcomes.

Campus and Community Development
Provides effective leadership, direction and support in establishing and achieving short and long-term development goals and initiatives in support of academic excellence; establishes standard procedures and policies for the scheduling and coordination of community events sponsored by programs under the Dean’s direction; coordinates faculty members, staff and/or students on a range of programmatic matters and in furtherance of campus communication.
As directed, represents the College when meeting with businesses, civic, governmental officials, non-profit organizations, and community residents of Leeward and Central Oʻahu; serves as liaison to area high school and district officials.

Performs other duties and responsibilities as assigned by the VCAA/CAO.
Minimum Qualification Requirements
- Master’s degree from a regionally accredited institution.
- Attained the academic rank in an institution of higher learning of associate professor (C4) or have a demonstrated record of comparable professional experience.
- Demonstrated experience leading and supporting workforce education and training programs, including initiatives that promote student success and strengthen partnerships with industry and community stakeholders.
- Demonstrated experience leading workforce development and career and technical education initiatives that advance student success.
- Demonstrated record of experience in program or curriculum development, staff development, personnel supervision, resource development, budget preparation, and technology usage in management of an educational institution.
- Demonstrated ability to work effectively in an administrative organization built around a fluid, consensus-building, and team approach to management.
- Knowledge of community college philosophy, familiarity with liberal arts and career technical education, and awareness of challenges facing community colleges.
- Demonstrated excellent analytical and communication skills and data informed decision-making.
- Demonstrated ability to establish and maintain effective working relationships with the full range of internal and external university constituents.
Desirable Qualification Requirements
- Doctorate degree from a regionally accredited institution.
- Experience as administrator or in carrying out administrative responsibilities with emphasis on personnel supervision and budget development.
- Knowledge of alternative models for delivering instruction, of academic administration, of learning theory, similar post-secondary education training.
- Knowledge of community service mission of a community college and its interrelationship to instruction programs and support services.
- Demonstrated understanding of Hawaii’s unique economic, political, business, and cultural environment and proven ability to cultivate and maintain partnerships between the college and the community.
