The Executive Vice Chancellor serves as both the Chief Academic Officer (CAO) and Chief Student Affairs Officer (CSAO) of Arkansas State University–Mountain Home. Reporting directly to the Chancellor, this key leadership position is responsible for the strategic direction, oversight, and integration of all academic programs and student affairs operations. The Executive Vice Chancellor ensures that academic excellence, student success, workforce alignment, and broad access for all students are at the core of the institution’s mission to transform lives through education and community engagement. This position serves as a key liaison among faculty, staff, students, and the Chancellor, facilitating effective communication and collaboration across departments.

Primary Responsibilities:

Academic Affairs (CAO Duties)

  • Provide leadership for all credit and non-credit instructional programs, including general education, technical education, workforce development, and continuing education.
  • Oversee academic planning, curriculum development, program review, and student learning assessment.
  • Ensure compliance with federal and state regulations, and all academic standards, including those set by regional and program-specific accreditors, the Arkansas Division of Higher Education, and the Arkansas State University System.
  • Supervise faculty hiring, development, evaluation, and promotion in collaboration with academic deans and academic program leadership.
  • Promote innovation in teaching and learning, including the use of instructional technology and flexible delivery methods.

Student Affairs (CSAO Duties)

  • Lead all student services functions, including admissions, financial aid, advising, counseling, disability services, student success initiatives, career services, and student life.
  • Develop and implement policies and practices that enhance access, retention, engagement, and completion.
  • Foster a student-centered culture that prioritizes personal growth, academic achievement, wellness, and engagement.
  • Coordinate behavioral intervention, student conduct, and crisis response processes in alignment with institutional values and best practices.

Strategic Leadership & Institutional Alignment

  • Serve as a senior member of the Chancellor’s Executive Leadership Team, helping guide the overall strategic direction of the institution.
  • Integrate academic and student affairs to ensure a seamless and holistic student experience from enrollment to graduation.
  • Champion cross-functional collaboration, shared governance, and evidence-based decision-making.
  • Support the development and achievement of institutional strategic goals, annual planning, and performance metrics.
  • Provide leadership for the integration of academic and student-facing technologies, including learning management systems, analytics platforms, and virtual support services.
  • Collaborate with IT leadership to ensure that academic and student service technologies support innovation, efficiency, and accessibility.
  • Collaborate with the Chancellor in preparing reports, presentations, and documentation for the Arkansas State University System Board and other governing bodies as needed.

Budget & Resource Management

  • Provide fiscal oversight for all units within Academic and Student Affairs.
  • Lead efforts to prioritize resource allocation based on institutional goals, data insights, and student needs.
  • Identify and support external funding opportunities, including grants and partnerships that enhance academic and student services.
  • Cultivate leadership capacity across the institution to support succession planning and long-term organizational sustainability.
  • Contribute to institutional risk management and emergency response planning to ensure operational continuity and student/faculty safety.
  • Oversee successful deployment and sustainability of grant-funded operations.

Institutional Effectiveness & Accreditation

  • Oversee institutional effectiveness initiatives related to academic quality, co-curricular programs, and student services.
  • Serve as the primary liaison for regional accreditation and coordinate program-specific accreditation activities.
  • Promote a culture of continuous improvement through assessment, program evaluation, and data-informed strategies.
  • Monitor and respond to legislative and policy developments impacting higher education and ensure institutional compliance.

Community Engagement & Visibility

  • Represent the college at campus-based community events, employer partner activities, workforce celebrations, and student recognition programs.
  • Actively participate in off-campus community events and regional meetings that align with ASUMH’s mission, visibility, and relationship-building efforts.
  • Support and expand relationships with local employers, school districts, civic organizations, and economic development entities.
  • Serve as an ambassador for the college to promote goodwill, communicate ASUMH’s value to the region, and elevate the visibility of academic and student services efforts.

External Engagement & Partnerships

  • Represent ASUMH in academic and student affairs matters to internal and external audiences, including state agencies, employers, K–12 partners, and peer institutions.
  • Foster articulation agreements, transfer pathways, and dual enrollment opportunities in collaboration with school districts and universities.
  • Build strategic partnerships to advance workforce development and student success in the region.

Minimum Qualifications:

  • Doctorate from a regionally accredited institution and at least 10 years of related experience, or an equivalent combination of education and experience.
  • At least five years of progressively responsible leadership in higher education, with experience in both academic and student affairs
  • Proven success in academic program development, student-centered initiatives, and institutional planning
  • Demonstrated ability to lead diverse teams and manage complex organizational functions
  • Alignment with the chancellor’s vision and goals for a highly productive executive leadership team
  • Strong public presence and ability to represent the institution with professionalism and authenticity in community settings

Preferred Qualifications:

  • Community college leadership experience
  • Demonstrated commitment to access and student engagement
  • Familiarity with regional and specialized accreditation processes
  • Experience with data analysis, institutional effectiveness, and student outcomes assessment
  • Success in leading innovative and collaborative initiatives across academic and student services
