The Assistant or Associate Vice President (AVP) for Facilities is responsible for strategic leadership of capital planning, construction and facilities management for all UT Tyler locations, including the main campus, Health Science Center, and campus locations in Longview, Palestine and Houston. The position works closely with UT Health East Texas leaders for facilities management within the clinical operations of UT Tyler Health Science Center.
The AVP has operational oversight responsibilities for all departments supporting capital planning, construction and facilities. Additionally, the position provides oversight of fleet management and access control operations. The AVP is responsible for effectively using the resources, processes, and personnel within the department in a way that preserves resources, ensures longevity and effective use of the physical resources of UT Tyler, and ensures a safe, high-quality environment for students, patients, faculty, and staff.
The position ensures adherence to applicable federal, state, and University of Texas System regulatory standards, laws, regulations, codes, policies, procedures, and rules.
Major Responsibilities/Duties/Critical Tasks
Capital Planning and Construction:
- Provides leadership of capital planning and construction projects including program and project staffing, resource coordination, communication, conflict resolution, and oversight/quality monitoring.
- Provides oversight of all capital and construction project budgets and schedules to assure compliance with approved budget and project goals. Approves, monitors, and develops detailed budget formats to track expenditures in collaboration with other University departments.
- Provides effective leadership to construction department management and ensures effective oversight of the relationship between assigned construction staff, project architects and engineers, consultants, contractors, UT Tyler leadership, faculty, staff, and students, as well as UT System staff when needed. Creatively resolves conflicts between project stakeholders to ensure project goals are met.
- Maintains fluency in Codes and Regulations applicable to design and construction, and serve as a leader in enforcing all life, health, and safety requirements while understanding any special requirements of the building type (e.g., healthcare, research labs, special campus project types, etc.) or the local jurisdictions. Maintains and improves quality through the development and use of sustainable construction practices for both new buildings and existing building renovation projects.
Facilities Management:
- Provides leadership for facility management and planning strategies.
- Analyzes facilities and equipment needs and develops plans for maintenance and replacement.
- Ensures an effective system and process that manages project requests and scheduling, budget funding requests, capital renewal plans, capital improvement program, capital equipment plans, space allocation plans, and related campus master plan.
- Continuously assesses facility needs and conduct planning and oversees the design and construction to meet those needs. Oversees the design and construction needed for the renovation and rehabilitation of existing facilities within university and regulatory agency guidelines/requirements.
- Provides oversight for implementation of approved projects and manages department and related budgets and accounts.
- Provides oversight for operational aspects of the campus buildings including maintenance and repair, custodial services and campus grounds and parking lot maintenance.
- Serves as liaison with contractors and service representatives and monitors work performance to ensure compliance with contractual obligations.
- Serves as a primary facilities liaison to the University of Texas System Office of Facilities Planning and Construction. Works with chief facility officers at all UT campuses on best practices and development and adherence to university and external agency policies and guidelines.
Leadership and Collaboration:
- Collaborates with Executive Leadership to develop capital planning initiatives.
- Serves as the institution’s primary point of contact for facilities management.
- Leads and mentors a team across UT Tyler to ensure strong, cohesive operations.
- Collaborates with UT Tyler, UT System and UTHET Leaders.
- Advises senior leadership on emerging risks, industry best practices, and facilities and construction planning.
Reporting and Metrics:
- Provides regular reports to university leadership on the state of campus facilities.
- Tracks and reports on key risk indicators (KRIs) and performance metrics.
- Monitors the progress of construction projects.
Continuous Improvement:
- Continuously evaluates and improves the facilities management operations.
- Remains aware and current with the latest developments in facilities management and construction.
Responsible for other duties as assigned.
Required Education/Experience
- Bachelor’s degree in Business or related field.
- Master’s degree preferred.
- Ten (10) years of experience in facilities management, construction or related roles, with at least 5 years in a leadership capacity.
- Work experience within higher education, health care or government organization preferred.
- Strong knowledge of relevant regulations and industry best practices.

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length.
