Position Summary
The Dean of Capital Projects, Maintenance, and Operations is responsible for leading, managing, and coordinating all aspects of capital improvement, maintenance, and facility operations across the College. The role ensures campus buildings and grounds are safe, clean, efficient, and aligned with the College’s strategic goals. This position oversees facility planning, construction, repair, contract administration, utility services, and supervises staff and contracted services.

SALARY: Appropriate placement on Salary Schedule B (range: $100,936 – $143,669).
ANTICIPATED START DATE: JANUARY 1, 2026
This position will be based initially at Wallace in Dothan, Alabama.
Essential Duties and Responsibilities
Capital Projects & Planning
- Develop and manage long-term capital improvement plans, including renovation, renewal, and deferred maintenance projects.
- Collaborate with leadership to align facility needs with institutional goals.
- Liaise with architects, contractors, and engineers; manage project scope, timelines, and compliance.
- Draft, review, and oversee leases, contracts, and project documents.
- Monitor project progress, communicate updates, and implement corrective actions when necessary.
Facilities Operations
- Oversee building systems, including mechanical, electrical, HVAC, plumbing, fire/life safety, and elevator systems.
- Coordinate inspections, fire safety compliance, and emergency response for facility-related issues.
- Supervise internal and contracted services for maintenance, landscaping, and housekeeping.
- Procure supplies, materials, and services while ensuring cost-effectiveness and quality.
Maintenance Oversight
- Manage preventive and corrective maintenance programs.
- Assign and monitor maintenance staff and contracted services.
- Inspect maintenance and custodial work for quality assurance.
- Ensure accessibility and compliance with ADA standards.
Utilities Management
- Monitor utility costs and efficiency across all campuses and leased facilities.
- Coordinate utility service contracts and handle outages to minimize disruption.
Contract Administration
- Ensure compliance with Alabama Bid Law, Public Works Law, and ACCS guidelines.
- Prepare RFPs, evaluate bids, and oversee the execution and performance of contracts.
- Approve contractor payments and escalate approvals as needed.
Supervision & Personnel Management
- Conduct performance evaluations and provide professional development opportunities.
- Manage staff schedules, approve leave requests, and handle disciplinary actions.
- Support employee growth through coaching, training, and travel support for conferences.
Resource & Fiscal Management
- Manage departmental budgets, submit allocation requests, and approve expenditures.
- Oversee equipment or contract procurement and reporting.
- Negotiate vendor services (e.g., landscaping, architect, etc.) and handle invoice payments.
Required Knowledge, Skills, & Abilities
- Strong knowledge of commercial construction, building systems, engineering, and project management.
- Familiarity with relevant codes and standards (IBC, NEC, NFPA, etc.).
- Proficient in contract negotiation, budgeting, and facilities planning.
- Ability to lead teams, resolve emergencies, and work independently in high-pressure environments.
- Ability to maintain confidentiality and manage multiple priorities.
- Professionalism, leadership, teamwork, and the ability to motivate staff.
- Competence in office software and standard computer systems.
- Physical ability to inspect facilities and work under varied environmental conditions.
Qualifications
Minimum Qualifications
- Bachelor’s degree or higher from an accredited institution.
- Five years of supervisory experience in facilities maintenance, construction, or engineering.
- Demonstrated experience in capital project or facilities management.
- Valid driver’s license; ability to travel and work non-standard hours as required.
Preferred Qualifications
- Prior experience in a state-funded organization.
- Master’s degree in design engineering or related field; or advanced certifications such as PE, CFM, CPE, CPM, etc.
ADVISORY COMMITTEE: The President will appoint an Advisory and Interview Committee to include representatives of the College faculty and staff. This committee will employ appropriate procedures, including the review of application packets, interview, and demonstration of competency, to determine which applicants are to be recommended to the President for further consideration. From all the applications received, an advisory committee will select the applicants to be interviewed.
