Objective
The Vice Chancellor of Academic Affairs is responsible for the leadership and supervision of all assigned college-wide academic credit within the mission of the college. To provide evaluation of academic programs and standards, overall maintenance and management of academic operations, faculty utilization and continuous faculty improvement. Responsible for sustaining a collaborative environment characterized by academic and professional excellence. To ensure college compliance with the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC), the Texas Higher Education Coordinating Board (THECB), and all other regulatory agencies. To participate in the development of Master Plan initiatives and evaluation of programs and services. To provide leadership in responding to educational needs and for developing and maintaining relationships with the college service area partners.
Required Quals Summary
- Master’s degree from an accredited college or university
- Five years of related experience is required, including: Administrative leadership in a community college, higher education institution, and/or related environment.
- Demonstrated experience in educational program and/or curriculum design and development, budget planning, or faculty selection and development.
- Two years teaching experience in higher education, with a thorough understanding of the teaching/learning process.
- Experience with accreditation
- Experience in developing and enhancing faculty skills through effective evaluation and through support of faculty development programs.

Principal Accountabilities
1. Provides leadership and oversight of all college credit courses and programs, supervising and providing leadership to the instructional deans.
2. Provides leadership in curriculum planning, program development and implementation, and program review in all instructional areas.
3. Provides leadership in master planning, developing, and monitoring budgets, and the creation and assessment of effective measures in all instructional program areas.
4. Provides leadership in developing, reviewing, and maintaining transfer-articulation agreements, and serves as contact person with other colleges regarding transfer matters.
5. Provides leadership and oversight of staff. Directs, mentors, evaluates, and counsels personnel, while adhering to organization policies and procedures as well as related employment laws. Recommends hire and termination personnel actions for positions managed.
6. Assures compliance with the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC), the Texas Higher Education Coordinating Board (THECB), and other regulatory agencies.
7. Serves as liaison to the Texas Higher Education Coordinating Board for academic areas.
8. Assures availability of properly credentialed faculty to meet curriculum delivery requirements.
9. Coordinates with Deans/Assistant Deans/Department Heads in developing priorities that support Blinn College’s strategic plan.
10. Plans and implements strategic and comprehensive enrollment initiatives in collaboration with other college departments.
11. Analyzes program data and makes recommendations regarding course and program additions/deletions and consolidation in consultation with instructional deans.
12. Manages the scheduling process to maximize efficiency while maintaining successful educational outcomes.
13. Helps identify and secure appropriate institutional resources to support professional development of faculty and staff.
14. Initiates and coordinates research related to the instructional programs and student success areas in collaboration with Institutional Research and Effectiveness.
15. Reviews and proposes needed revisions to the college catalog, academic policies, administrative rules, and other academic affairs materials.
16. Oversees the dissemination of academic calendar, academic catalogs, student handbooks, and campus registration bulletins; effectively and efficiently implements approved course schedule.
17. Ensures consistency in the delivery of programs and services in all assigned areas across the district.
18. Responsible for developing and maintaining positive relationships with appropriate community organizations.
19. Serves as a member of the college executive council and other committees/councils as assigned.
20. Implements college policies and administrative rules and procedures.
21. Performs other related tasks as assigned.
Minimum Qualifications

Minimum Competencies
1. Demonstrated visionary leadership, supervisory and managerial abilities in previous positions and an understanding and commitment to the mission of the comprehensive community college with a focus on quality, student success and program and curriculum development.
2. Demonstrated knowledge of Texas Higher Education Coordinating Board (THECB) policies governing colleges and of federal and state laws affecting community colleges, including familiarity with institutional accreditation process and Southern Association of Colleges and Schools (SACSCOC).
3. Ability to read, understand, interpret and implement accreditation criteria and state agency regulations.
4. Ability to make timely decisions appropriate to the situation, circumstances, and facts at hand and to meet deadlines for assigned reports and projects.
5. Knowledge and ability to develop and implement applicable policies, procedures, and educational administration.
6. Strong commitment to innovative teaching and learning while willing to pursue the potential of technology to support teaching, learning and the delivery of instruction, to include on-line courses.
7. Ability to listen, understand, and respond positively to resolve inquiries and complaints from employees, students, regulatory agencies, or members of the academic community.

10. Demonstrated proficiency using Microsoft Office and Windows software, integrated software systems and related instructional technology.
11. Skill in planning and organizing as well as ability to manage and prioritize multiple tasks.
12. Strong communication skills, both written and oral, and excellent spelling, grammar and editing skills.
13. Ability to safeguard sensitive or confidential information from intentional or unintentional disclosures.
14. Must have a commitment to the philosophy of the college.
